Kristina Tanasichuk founded the Government & Services Technology Coalition in 2011 after several small business CEOs approached her about how they could band together to face an increasingly competitive Federal market. She is responsible for the growth, content, strategy and manages the day to day operations of the Coalition. Tanasichuk serves on the U.S. Coast Guard Mutual Assistance Board and as a trustee on the Coast Guard Enlisted Memorial Foundation (www.cgemf.org).

She has nearly 20 years of lobbying and advocacy experience on the Hill, on behalf of non-profit associations and coalitions.

Tanasichuk is also the president and founder of Women in Homeland Security, a professional development organization for women in the field of homeland security that has grown to nearly 1000 members in 2 years. She also founded and served for two years as executive director of the American Security Challenge, an event that awards monetary and contractual awards in excess of $3.5 million to emerging security technology firms.

Prior to founding the Government Technology & Services Coalition she was Vice President of the Homeland Security & Defense Business Council (HSDBC), the premier organization for the leading large corporations in the federal homeland security market. She was responsible for thought leadership and programs, strategic partnerships, internal and external communications, marketing and public affairs. She managed the Council’s Executive Brief Series and strategic alliances, as well as the organization’s Thought Leadership Committee and Board of Advisors.

Before joining HSDBC, Tanasichuk was the event director for the largest homeland security conference and exposition in the country where she created and managed three Boards of Advisors representing physical and IT security, first responders, Federal, State and local law enforcement, and public health. She determined conference curriculum, established all of the strategic partnerships, and managed the communications and media relations.

Tanasichuk began her career in homeland security shortly after September 11, 2001 while at the American Public Works Association where she managed homeland security and emergency management issues before Congress and the Administration on first responder issues, water, transportation, utility and public building security. Prior to that she worked on electric utility deregulation and domestic energy issues for a boutique lobbying firm and as professional staff for the Chairman of the U.S. House Committee on Energy & Commerce. Tanasichuk has also worked at the American Enterprise Institute, several Washington, D.C. associations representing both the public and private sectors, and the White House under President George H.W. Bush.

She is a graduate of St. Olaf College and earned her Masters in Public Administration from George Mason University. Recently she was honored by the National Association of Woman Owned Businesses as a Distinguished Woman of the Year Finalist and nominated for U.S. Coast Guard Spouse of the Year.

Michelle Mrdeza

As a founding partner of the Government Technology and Services Coalition, Michelle Mrdeza brings more than twenty-three years of experience in public service to its members, working primarily in the Executive and Legislative branches of government.  In 2007, Ms. Mrdeza retired as the majority staff director of the House Committee on Appropriations, Subcommittee on Homeland Security.  She directed this subcommittee since its inception in February of 2003, gaining a unique understanding of the challenges and opportunities within both the Department of Homeland Security and the homeland security space.

Michelle is President and CEO of MXM Consulting LLC and a Senior Advisor to one of the top public relations and lobbying firms in Washington, D.C., Cornerstone Government Affairs.  As President and CEO of MXM Consulting, Michelle serves as a subject matter expert on homeland security and appropriations issues for Georgetown University, the Brookings Institution, the Homeland Security Institute, the MITRE Corporation and the Homeland Security and Defense Business Council.  She also serves as a senior advisor to several small start-up companies, helping them navigate the dynamic and diverse homeland security environment.

At Cornerstone, Michelle leads the firm’s homeland security practice group.  In that capacity, Michelle represents a broad and diverse set of clients, helping them identify funding opportunities within the Department of Homeland Security, introducing them to decision makers, and putting clients in an advantageous position to successfully bid on multi-year contracts.

At the GTSC, Michelle helps members understand how actions by the legislative branch can fundamentally impact opportunities in the security space.   In particular, she helps members understand and navigate the annual appropriations process—and how that process affects their bottom line.

Michelle received a Masters of Public Administration from George Washington University, a Bachelor of Science in Education from the University of Virginia, and was a senior research fellow at the UCLA School of Public Policy and Social Research. She was named to the Phi Alpha Alpha Honor Society and was the recipient of the 1998 George Washington University Department of Public Administration Distinguished Alumni Award. In 2006, Michelle received the US Coast Guard Meritorious Public Service Award.

Jon Ostrowski

BMCS Jon Ostrowski joins GTSC with over 26 years in the United States Coast Guard Reserves and maintains his Active Duty Reserve status at Coast Guard Recruiting Command where he manages all the Temporary Active Reserve Recruiters (TARRS) across the nation. Following the September 11th attacks on the United States, in October 2001 he was deployed with Port Security Unit 311 to Operation Southern Watch/Enduring Freedom in Bahrain and in 2003 he served during Operation Iraqi Freedom in Kuwait and Iraq. He has also been deployed to South Korea for special joint training exercises with South Korean and other NATO forces. Early in his USCG career he served aboard Coast Guard Cutters Diligence and Escape.

His USCG training includes:

  • Senior Enlisted Leadership Course, Chief Petty Officer Academy
  • Korean Intelligence course at March Air Force Base
  • Basic Battle Skills School (Camp Pendleton), Machine gun instructor school
  • UTB-41 Coxswain School, Tactical Combat Coxswain Certification

In addition, Ostrowski serves as President of the Washington, D.C. Chief Petty Officers Association and United States Country Representative to the Foreign Joint Services Non-Commissioned Officer Association.

His experience in the USCG provides him with a unique look at the nation’s homeland security needs and is combined with his extensive experience consulting with and managing various companies. Ostrowski specializes in accounting, IT systems and technology, operations, manufacturing and inventory management. He is adept at reorganizations and has extensive experience writing accounting, POS and specialized business software for manufacturing and IT companies. He has written numerous specialized accounting systems to track and manage deliveries, inventory and real-time tracking.

 

Howard Nilsen

Howard Nilsen has a diverse background in defense and commercial industries at both large and small companies. His depth of experience includes business development, marketing, and process improvement.
Howard joins GTSC out of Northrop Grumman where since 2008 he was responsible for marketing and business development in the DoD, federal and intelligence marketplaces. At Northrop Grumman he successfully positioned his organization as the provider of choice for multiple business pursuits. Prior to Northrop Grumman Howard spent seven years at the Boeing Company where his major focus was in business development and marketing for a $3B annual program. Howard managed a team of small businesses that together successfully advocated for the continued funding of this major program. Howard also was the project manager for supplier advocacy conferences on Capitol Hill and throughout the country. He also worked in the process improvement area at Boeing having responsibility for a major site ISO 9000 program.
He has provided consulting and assessment services for management systems of hundreds of small to large businesses across the country and was responsible for sales and marketing of these same services. He has extensive knowledge of best in class business acquisition processes, marketing methods and process improvement techniques.
Howard received a Masters of Business Administration from University of Maryland University College and a Bachelor of Science in Electrical Engineering from Syracuse University.
 

Leslie E. Adlam

Leslie Adlam has over 20 years of legislative experience from both Congress and the Administration. One of the first officials to create the Transportation Security Administration she served as the agency’s first legislative director.

Having served a distinguished career on Capitol Hill for three Members of Congress and Legislative Affairs for the Transportation Security Administration (TSA) from its inception, Adlam contributes to the legislative strategy and expertise on homeland security policy initiatives and oversees the Government Technology & Services Federal affairs.

Adlam served as Legislative Director, for Frank LoBiondo, Chairman of the House Coast Guard Subcommittee and on the House Small Business Committee, where she directed legislative proposals advocating government policy promoting America’s small businesses. She was extremely involved in drafting the Aviation Transportation and Security Act and the creation of the Department of Homeland Security. In 2002, she was one of the founding senior management officials at the Transportation Security Administration (TSA) and headed the first Office of Legislative Affairs.

Adlam has also spent extensive time in the field – she recently spent six years in San Diego, California working on the Executive staff of the Federal Security Director. She was responsible for customer service and stakeholder outreach and educational activities to promote the TSA mission. In her managing stakeholder role, she provided outreach to the community by promoting the Homeland Security vision to Congressional field offices, local elected officials and other State dignitaries as well as the law enforcement community and other DHS partners.

Before retiring from federal service in February, 2011, Leslie completed her public service as a Senior Advisor to the TSA Administrator for Legislative Affairs. She has received numerous awards, most recently in May 2004, the Honor Award for Public Service presented by the TSA Administrator and the Exemplary Service Award for Legislative Affairs. In 2008, she received the TSA Honorary Award for Outstanding Performance in Customer Service.

Sue Crow

With over 37 years of experience, Sue brings an extensive background in business marketing, planning, management and sales. During her 20 years in the retail arena, Sue successfully developed and implemented major marketing events, cultivated lasting client relationships and managed the day-to-day operations for a number of retail companies and firms in the federal market. Sue has also put her outstanding management skills to use as project manager on numerous building projects and fund-raising campaigns for a variety of organizations.

Sue joins the Coalition from a firm that assists small and mid-sized companies with outside resources to assist them in winning and maintaining federal contracts. There she was Vice President of Business Development and worked on the preparation of proposals and the formation and administration of government and commercial contracts. Sue supplemented and supported client’s contract acquisition and procurement management activities, and made significant contributions to the growth of their businesses.

Callista is a leading innovator in new media marketing in Northern Virginia. At her core, Callista has a passion for the insight and creativity that is required to craft powerful marketing and public relations plans. She specializes in the research, development, and implementation of social media based marketing initiatives and event planning. Since graduating from Christopher Newport University with a degree in Business Communication, Callista has been focused on creating effective marketing enterprises for small businesses, non-profits, and nationally recognized retailers.

After beginning her career in government contracting at General Dynamics IT, Callista has joined the Government Technology & Services Coalition to expand our outreach through the explosive popularity of the social media realm. Callista is excited to fuse her knowledge of federal acquisition with her passion for the tools of social media. She intends to use her expertise to help create customized social media tools and guidelines that will benefit members and the GTS Coalition as a whole. 

STRATEGIC ADVISORS

Scott C. Algeier

Executive Director, Information Technology Information Sharing & Analysis Center (IT-ISAC)Scott C. Algeier is the Founder, President and CEO of homeland security consulting firm Conrad, Inc. and Executive Director of the Information Technology – Information Sharing and Analysis Center (IT-ISAC). Conrad, Inc. provides strategic policy and business consulting services to businesses and not for profit organizations focused on cyber security and critical infrastructure protection. Scott engages senior level policy makers in industry and government, domestically and internationally, on behalf of his clients. This includes direct engagement in the development of the most significant domestic cyber security and CIP policies and operational plans including the National Cyber Incident Response Plan, the IT Sector Specific Plan, the Baseline IT Sector Risk Assessment, the Comprehensive National Cyber Initiative, the Obama Administration’s 60 Day Policy Review, the National Infrastructure Protection Plan and others.

As Executive Director of the IT-ISAC he is responsible for the daily management of the organization, leading initiatives to increase membership, and developing and implementing enhanced information sharing and analysis capabilities. He is the IT-ISAC’s principal spokesperson, representing the organization to the public, senior leadership at the U.S. Department of Homeland Security, the U.S. Congress and international organizations.

Scott serves as Vice Chairman of the National Council of ISACs and served as industry Chair of the IT Sector Risk Assessment Committee. This committee developed a methodology to assess risks to the IT Sectors’ six “Critical Functions” and released the results of that assessment in August 2009 as the first ever Baseline IT Sector Risk Assessment. Scott also is a member of the Cyber Unified Coordination Group, a public-private board that supports DHS decision making during significant cyber events, and is a private sector liaison to the Department’s National Infrastructure Coordinating Center.

Previously, Scott was Manager for Homeland Security at the U.S. Chamber of Commerce, where he coordinated the U.S. Chamber’s critical infrastructure protection, cyber security and disaster management public policy initiatives. While in this position, Scott served as a member of the Information Sharing Study Group of the President’s National Infrastructure Advisory Council.
Scott earned his Masters’ in International Relations and European Studies from the University of Kent’s (England) London Centre for International Relations, and is an honors graduate of Gettysburg College.

Dr. Steven P. Bucci

Lead Cyber Security Strategist, IBM
Dr. Steven P. Bucci serves as one of IBM’s lead consultants for Cyber Security Policy, in IBM’s Public Sector Team. Bucci brings over 30 years of leadership at the highest levels of our Government in response to all security threats to America. He is a recognized expert in the interagency process, the defense of U.S. interests, particularly with regard to critical infrastructure and the productive interplay of government and the private sector.

In his career, Bucci held key military leadership positions in the 82nd Airborne, the 5th & 7th Special Forces, and completed graduate study, language training, and regional orientation in the Balkans. At the JFK Special Warfare Center, Bucci taught European Studies, Foreign Policy, and International Relations. He conducted numerous counter drug and development missions across Latin America, was the first ever resident Defense Attaché (human intel collection) in Tirana, Albania and was the Defense Attaché in Sarajevo. As the Commander, 3d Battalion of the 5th Special Forces, he led deployments to eastern Africa, the Persian Gulf, and South Asia, including Operation Desert Thunder.

Bucci assumed the duties of the Military Assistant to the Secretary of Defense Donald H. Rumsfeld on 1 July 2001, saw the 9/11 attacks, the War on Terrorism, and led a team of 25 US military experts to Baghdad to directly assist the Coalition Provisional Authority. He daily reviewed all intelligence for the Secretary. Retired in 2005, Bucci continued to serve as the Staff Director of OSD.

He was next appointed to serve as the Deputy Assistant Secretary of Defense, Homeland Defense and Defense Support to Civil Authorities, overseeing policy issues involving the Defense Domains (Air, Land, Maritime, & Cyber), National Guard domestic operational issues, domestic Counter Terrorism, all Readiness Exercises, and Defense response to natural and manmade disasters (e.g., floods, hurricanes, wildfires, and industrial accidents), acting as the primary civilian oversight of U.S. Northern Command.

Bucci has published numerous articles on cyber security issues, as well as being the regular cyber contributor to Security Debrief, a leading national security blog. He speaks widely at cyber security related conferences and is sought after for his insights into leading edge cyber policy issues. He is also an adjunct professor at George Mason Univ. in Leadership, and Long Island Univ. in Terrorism Studies and Cyber Security Policy. Additionally, he serves on the Advisory Board of MIT’s Geospatial Data Center.

Raised in Dobbs Ferry, NY, Bucci graduated from the U. S. Military Academy at West Point in 1977 with a B.S. in National Security and Public Affairs. In 1986 and 1987, he earned an M.A. and Ph.D. from the University of South Carolina, both in International Relations. Bucci graduated from the U.S. Army War College, the Hellenic Army War College in, Greece, and the Department of State Senior Seminar.

Mary Claire Burick

Mary-Claire Burick is a seasoned executive and founder of MC Strategy, LLC, a consulting firm that specializes in a strategy-based, creative blend of strategic planning, operations and management consulting services. MCS connects the dots between business strategy, operational effectiveness and successful communications, all of which must be in alignment to improve performance and meet business goals. A natural team leader whose focus is on improving internal and external work flow and communications, Mary-Claire develops integrated solutions that tie individual and group productivity to business objectives. She enjoys leading change initiatives, and helping executives and managers design and implement systems that produce significant improvements in operational effectiveness.

In her career, Mary-Claire has been Vice President, Washington Operations for Allbritton Communications, managing ABC-7, NewsChannel 8, Irides Web Hosting and POLITICO. Other roles include Operations Manger and launch of the Fox Newschannel, Producer for MSNBC and various roles for Northern Virginia PBS. Robert Burton

Partner, Venable LLP
Robert A. Burton is a nationally-recognized leader in federal procurement who focuses his practice on assisting government contractors navigate the complex and rule-driven procurement process. He also assists contractors with their marketing strategies for selling to the federal agencies. A thirty-year veteran of procurement law and policy development, Mr. Burton served in the Executive Office of the President as Deputy Administrator of the Office of Federal Procurement Policy (OFPP), the nation’s top career federal procurement official. During his seven-year tenure at OFPP, he served as Acting Administrator for more than two years. At OFPP, Mr. Burton prepared policy positions and worked with House and Senate committees on the development of acquisition legislation. He also served as the principal spokesperson for government-wide acquisition initiatives and regulations. Prior to joining OFPP, Mr. Burton spent more than twenty years as a senior acquisition attorney with the Department of Defense, negotiating the resolution of high-profile contract disputes and procurement fraud cases.

Mr. Burton has joined the GTSC as a Strategic Advisor to assist members with contracting procurement and marketing questions and advice.

 

Bill Carroll

Strike Force Consulting Services
Bill Carroll works with the Coalition to provide unprecedented insight into the law enforcement organizations and communities serving in, and with, the Federal government. He is the Senior Partner at Strike Force Consulting Services. Mr. Carroll has over Thirty-Five Years of extensive experience in Law Enforcement Operational Management, Security Program Management, and Criminal Investigations within Homeland Security, the Federal Law Enforcement Community, the Intelligence Community, and State and Local Law Enforcement agencies. He has provided expert consultation services on business Intelligence/ Security Strategy and Operational/Program management to Fortune Five Hundred Companies.

Mr. Carroll enjoyed an outstanding 27 year career in the United States Dept of Justice , United States Immigration and Naturalization Service, retiring as the District Director of the Washington DC., Capitol Region. During his career he managed the now five major programs within DHS; namely, CBP, ICE Investigations, ICE Detention and Removal and Intelligence. Today Mr. Carroll remains a prominent authority on Homeland Security critical mission challenges such as, Personnel Security , Counter Intelligence , Cyber Security, Border Security, Cargo Security, Critical Infrastructure, Enforcement and Information Sharing. His advice and guidance are sought out on both a national and international level. During his career, he received numerous awards for his law enforcement work and contributions to the Dept of Justice including the Attorney’s General’s Award for Distinguished Service, which was the highest award in the United States Department of Justice for Law Enforcement, for his 3 year undercover role while working for the Organized Crime Strike Force for the Southern District of New York.

During his career Mr. Carroll was the Assistant Regional Commissioner for the Eastern Region for the USINS Special Agents/ Border Patrol Anti Smuggling Program and oversaw several major Organized Crime Cases: Fukineese Human Trafficking, kidnapping and extortion. Mr. Carroll coordinated the investigation with the Royal Canadian Mounted Police of the Organized Crime Rizzuto family of Montreal.

Bill Carroll’s thirty five years in Federal Law Enforcement and Industry in executive level positions has provided him with extensive experience and subject matter expertise which he calls upon to provide GTSC members insightful and strategic advice and counsel.

Richard L. Skinner

Former Inspector General, U.S. Department of Homeland Security

Richard L. Skinner, former Inspector General of the Department of Homeland Security’s Office of the Inspector General (OIG) joins the Coalition to provide members with exceptional insights into the challenges faced by components of DHS and other federal/state/local government agencies with homeland security responsibilities and contribute to thought leadership on solutions and strategies for small and mid-sized companies to contribute to the Nation’s homeland security mission.

After 42 years of distinguished service, Mr. Skinner retired in early 2011. He was the first Senate confirmed IG of DHS. Prior to his July 28, 2005 confirmation, he held the position of Deputy Inspector General since March 1, 2003, the date the Department was created.

Prior to his arrival at DHS, Mr. Skinner was with the Federal Emergency Management Agency, where he served as the Acting Inspector General and Assistant Inspector General for Audits. In 1998, he received the President’s Meritorious Executive Rank Award for sustained superior accomplishment in management of programs of the United States Government and for noteworthy achievement of quality and efficiency in the public services.

He began his Federal career in 1969 with the OIG of the U.S. Department of Agriculture, and held a variety of OIG management positions with the U.S. Department of Justice, U.S. Department of Commerce, U.S. Department of State and the Arms Controls and Disarmament Agency.

Mr. Skinner served as the Recovery Accountability and Transparency Board Vice Chairman and chaired that Board’s Accountability Committee. The Recovery Accountability and Transparency Board was established by the American Recovery and Reinvestment Act of 2009 to coordinate and conduct oversight of $787 billion in stimulus funds. Mr. Skinner also chaired the Council of Inspectors General on Integrity and Efficiency (CIGIE) Homeland Security Roundtable, and was C-Chairman of the National Procurement Fraud Task Force Legislative Committee. He was also a member of the CIGIE Integrity, Investigations and Human Resources committees as well as the Interagency Coordination Group of Inspectors General for Guam Realignments and the Domestic Working Group.

Mr. Skinner holds a B.S. degree in Business Administration from Fairmont State College and an MPA degree from George Washington University.

 

Chani Wiggins

Former Assistant Secretary for Legislative Affairs, U.S. Department of Homeland Security, Principal, The Joseph Group

Chani Wiggins served as the Assistant Secretary for Legislative Affairs at the Department of Homeland Security (DHS). She led the development and implementation of DHS’ legislative strategy on cyber, aviation and border security and disaster response and recovery. Wiggins also was instrumental in coordinating communications with Congress during the crises that came under DHS oversight including the H1N1 Flu Pandemic, the Christmas Day attempted airplane bombing and the BP Oil Spill.

During her career in Congress, Wiggins served as Senator Claire McCaskill’s (D-MO) Legislative Director, former Senator Mark Dayton’s (D-MN) Deputy Chief of Staff, former Congressman Bart Stupak’s (D-MI) Legislative and Communications Director, and as a senior aide to Senator Tom Harkin (D-IA) on judiciary and labor issues. In 2007, she co-founded the Bipartisan Senate Legislative Directors’ group to strengthen relationships across party lines.
Wiggins is a 1992 University of Florida journalism graduate and before she ever considered politics, she was a reporter for newspapers in Florida and Georgia.

Ms. Wiggins joins the Coalition to provide exceptional advice and leadership for our members on all defense and security issues facing the Department.

 

Jim Williams

Former Commissioner of the General Services Administration’s Federal Acquisition Service

After serving the U.S. Government for over thirty years, Jim retired from the federal government as the Commissioner of the General Services Administration’s Federal Acquisition Service. Jim was also the acting GSA Administrator at the end of the George W. Bush administration and, prior to that was the Director of the U.S. Visitor and Immigrant Status Indicator Technology program (US-VISIT) at the Department of Homeland Security. Previously, Jim held several executive leadership positions at the Internal Revenue Service.

Throughout his career Jim has consistently led programs of national significance and built extremely high quality relationships within government and the systems integration community. In recognition of his extraordinary long-term contributions to federal service and for his commitment to public service, employee developmentAfter serving the U.S. Government for over thirty years, Jim retired from the federal government as the Commissioner of the General Services Administration’s Federal Acquisition Service. In recognition of his extraordinary long-term contributions to federal service and for his commitment to public service, employee development and collaboration, Jim was recently awarded The Franke Award, the highest honor presented by the American Council of Technology (ACT).

Mr. Williams will work with the Coalition to identify trends in government purchasing, develop strategies for small and mid-sized companies and help membership understand the purchasing process.
