The Coalition welcomes Dr. Starnes Walker, the Chief Technology Officer & Technical Director of the U.S. Fleet Cyber Command/U.S. 10th Fleet of the U.S. Navy, to its Insight Session on March 20.

Dr. Walker now serves as the Chief Technology Officer & Technical Director for the U.S. Fleet Cyber Command & U.S. 10th Fleet, U.S. Navy.  Dr. Walker’s last post was serving as the Chief Engineering and Technical Director of The University of Hawaii System.

Previously Under Secretary of Science and Technology Jay Cohen (RADM-Ret) recruited Dr. Starnes E. Walker from the Office of Naval Research to be the new Director of Research for the S&T Directorate at the U.S. Department of Homeland Security. Formerly the Chief of Naval Research, Secretary Cohen previously worked with Walker, who served as Technical Director and Chief Scientist and top civilian for the Naval S&T program. As Director of Research for DHS, Walker oversaw the Office of National Laboratories, the Office of University Programs for the DHS Centers of Excellence, the four DHS in-house laboratories and T&E Centers, and the Academic Fellowship and Scholarship Program Office.  Additionally Walker served as the senior S&T leadership representative to OSTP, the Congress, the IC, and OGOs internationally. He joined the S&T Directorate in January, 2007.

Dr. Walker joined the Office of Naval Research in September 2004 and served as the Technical Director and Chief Scientist reporting directly to the Chief of Naval Research. Working with the CNR, Dr. Walker was responsible for structuring and leading an S&T organization that ensures technological superiority for the Navy and Marine Corps. Dr. Walker’s budget authority was annually $2,200M, plus an additional average Congressional plus-up of $700M, and Dr. Walker served in a supervisory role for a workforce of 5494 civilian and military for ONR and ONR’s Corporate Laboratory, the Naval Research Laboratory. Dr. Walker’s leadership spanned the university community, the government laboratory structure, industry, and international government defense organizations to bring their resources and technical capabilities into the Naval S&T program, thereby ensuring strategic Naval capabilities to the future and avoiding technological surprise for the nation.

Dr. Walker’s previous position was as the Acting Associate Laboratory Director for National Security, serving as the National Security Coordinator at Argonne National Laboratory. Most recently, Dr. Walker served on the DoD’s Defense Science Board in the Summer Study to define Future Strategic Strike Systems with STRATCOM as the COCOM sponsor.

Dr. Walker is a former member of the Senior Executive Service and served as the Senior Advisor for Science & Technology to stand up the Defense Threat Reduction Agency (DTRA) from 1999-2003. Dr. Walker was a standing member of the Defense Science & Technology Advisory Group for DDR&E in OSD and served as the senior S&T executive at OSD along with the S&T Executives of the Services, DIA, DARPA, MDA, and the Deputy Under Secretary for S&T.

About the Senate Homeland Security Appropriations Committee

The Senate Appropriations Committee is the largest committee in the U.S. Senate, consisting of 30 members in the 111th Congress.  Its role is defined by the U.S. Constitution, which requires “appropriations made by law” prior to the expenditure of any money from the Federal Treasurey.  The Committee, Chaired by Barbara Mikulski (D-MD), wries the legislation htat allocates federal funds to the numerous government agencies, departments and organizations on an annual basis.  Appropriations are limited to the levels set by a Budget Resolution, drafted by the Senate Budget Committee.  Twelve subcommittees are tasked with drafting legislation to allocate funds to government agencies within their jurisdictions. These subcommittees are responsible for reviewing the President’s budget request, hearing testimony from government officials, and drafting the spending plans for the coming fiscal year. Their work is passed on to the full Senate Appropriations Committee, which may review and modify the bills and forward them to the full Senate for consideration.

The Committee is also responsible for supplemental spending bills, which are sometimes needed in the middle of a fiscal year to compensate for emergency expenses.

About the House Appropriations Committee, Sucommittee on Homeland Security On March 2, 1865, the House of Representatives separated the appropriating and banking and currency duties from the Committee on Ways and Means, which was first established in 1789, and assigned them to two new committees – the Committee on Appropriations and the Committee on Banking and Currency. Until 1865, all “general” appropriations bills had been controlled in the House by the Committee on Ways and Means – also in charge of revenue measures and some other classes of substantive legislation.Membership of the Committee. The new Committee on Appropriations – six Republicans and three Democrats – was appointed on December 11, 1865, in the 1st session of the 39th Congress, and first reported the general appropriations bills for the fiscal year 1867. By 1920, the number of members had grown to 21. It was changed that year to 35 and gradually increased to 50 by 1951. Until recently, the Committee numbered 66 members, but has since reduced its ranks to 50 members.   Continued

About Mr. Armstrong

Mr. Charles R. Armstrong is the Assistant Commissioner and CIO for the Office of Information and Technology, U.S. Customs and Border Protection, Department of Homeland Security. Functional responsibilities include software development, infrastructure services and support, tactical communications, the laboratory system and research and development functions, and IT modernization initiatives supporting CBP’s core business processes. Additionally, as the Department of Homeland Security (DHS) Steward for network services, Mr. Armstrong is accountable for supporting the agency’s requirements for secure, reliable communications.

Mr. Armstrong served as the DHS Deputy CIO where he was a champion of the Department’s IT initiatives for improving the agency’s secure information sharing capabilities through the consolidation of infrastructure and strengthened security. Mr. Armstrong brings with him over 26 years of leadership and technology experience in the operations and management of IT. After starting his career with the Navy Department, he worked for the legacy U.S. Customs Service and CBP in various capacities. He also served as the CIO for the DHS Border and Transportation Security prior to assuming the position of DHS Deputy CIO in October 2005. Mr. Armstrong graduated from Old Dominion University with a Bachelor of Science in Information Systems and obtained a Master’s Certificate in Management from National Louis University. He is a Harvard Senior Executive Fellow, and was recognized by Federal Computer Week’s Federal 100 as one of the top executives from government, industry, and academia who had the greatest impact on the government information systems community in 2001.

About Rendell Jones
Rendell Jones was appointed as the first Associate Director for the Management Directorate at USCIS. Prior to present appointment, Mr. Jones served as the first Chief Financial Officer(CFO) of U.S. Citizenship and Immigration Services (USCIS).

As Associate Director, Mr. Jones is responsible for delivering key management and infrastructure services to support the USCIS mission. Mr. Jones oversees the Offices of the Chief Financial Officer, Information Technology, Human Capital and Training, Contracting, Administration, Intake and Document Production, Equal Opportunity and Inclusion, and Security and Integrity.

Prior to joining USCIS, Mr. Jones also served as Deputy Budget Director of the Department of Homeland Security where he was responsible for directing the Department’s Budget Office in management and oversight of budget formulation and execution, and related financial planning processes for the Department’s $42 billion annual budget. In addition, in the position of Deputy Budget Director, Mr. Jones was the Department’s lead executive on appropriations issues and principal DHS liaison with the Committees on Appropriations of the Senate and House of Representatives.

He began his service with the Federal government with the U.S. Department of Justice (DOJ) in 1996 as a Presidential Management Intern, and held various budgeting positions with the Department’s Budget Staff and served as an Appropriations Liaison Officer with the Justice Management Division. During his tenure at DOJ, Mr. Jones also spent one year with DOJ’s Civil Rights Division.

During his service with the federal government, Mr. Jones has been the recipient of the
Presidential Rank Award for Meritorious Executive and the Department of Homeland Security’s Secretary’s Silver Medal, the second highest award granted by the Department of Homeland Security.

A prominent economist, he is well known for his perceptive application of economic insights to business leadership, and national and homeland security. While at L-3, Dr. Shiffman developed a global strategy and associated organizational design for a $4 billion business group to diversify into new security markets, and he turned around a $100M business unit by focusing business structure, processes, and human capital on risk management and resiliency solutions. During his tenure at DHS, Dr. Shiffman led many border security and facilitation policy initiatives, including the Secure Border Initiative Working Group which successfully re-engineered border enforcement and security processes. He also supported the development of the department’s framework for risk management and metrics. Prior government service includes appointment as National Security and Senior Policy Advisor to the leadership of the U.S. Senate, and positions in policy, planning, and operations in the US Department of Defense. He is a decorated combat veteran. Dr. Shiffman earned a B.A. in Psychology from the University of Colorado, Boulder; an M.A. in National Security Studies from Georgetown University; and an M.A. and Ph.D. in Economics from George Mason University. He published Economic Instruments of Security Policy in 2006.

Tim Hoechst leads Agilex’s research and development of new technology solutions. He represents Agilex with its executive customers and provides counsel on IT issues. Prior to joining Agilex, Mr. Hoechst spent 19 years at Oracle Corporation in a variety of roles. Most recently, he was a Senior Vice President in the Public Sector Division leading the technical professionals that supported Oracle’s Government clients in the United States and Canada. The product and industry experts on his staff helped Public Sector organizations exploit information by designing and building comprehensive information management solutions. Many of their innovations have become part of the Oracle product line and are used extensively by Oracle’s customers throughout the world.
As the Chief Technology Executive for Oracle in the Public Sector, Mr. Hoechst was also a spokesperson for Oracle on technical and industry issues. He has a special talent for describing sophisticated concepts in accessible language. He represented Oracle with customers, at conferences, on Capitol Hill, and in the media. He also sits in an advisory capacity to several Government organizations on science and technology issues.
Mr. Hoechst joined Oracle in 1988 as a consultant and built information systems for many of Oracle’s largest federal customers including the IRS, the VA, the Postal Service, and the Department of Defense. In 1990, he coauthored a book called Guide To Oracle as part of McGraw-Hill’s Database Experts Series. During his career, he has held a variety of technical positions working with development, marketing, sales, consulting, and Oracle internal IT. This breadth of experience has allowed him to develop the technical and social perspectives required to offer practical solutions to those he advises.

Marianne Meins
President, Intelligence, Agilex
Marianne Meins brings over twenty-five years of experience in building and leading high growth businesses serving the national security community to her role as President of Agilex’ Intel/Defense Sector business. She has overall responsibility for the Sector’s operations, including business growth, solution development, service delivery and customer satisfaction.
She joins Agilex from Secure Mission Solutions, where she served as Senior Vice President for National Security Initiatives and as Vice President and General Manager for the company’s Systems Engineering and Security Sector business. During her tenure, she secured key accounts with the United States Cyber Command (USCYBERCOM), the Federal Bureau of Investigation’s (FBI) National Gang Intelligence Center and the Joint IED Defeat Organization’s Counter-IED Operations/Intelligence Center (JIEDDO COIC).
Previously, she established the cyber and intelligence business solutions group for Olive Group North America as the company’s Vice President of Intelligent Security Solutions. She has also served with General Dynamics Advanced Information Systems as Director of Engineering for the company’s ISR division, which employed over 2,000 engineers.
She joined General Dynamics following the company’s acquisition of Veridian Corporation, where she served as Managing Director for the company’s Homeland Security line of business. In this capacity, she served on the U.S. Department of Homeland Security’s Infrastructure Protection Transition Task Force, where she supported implementation of the U.S. Computer Emergency Response Team (US-CERT), the National Infrastructure Coordinating Committee (NICC) and the Homeland Security Operations Center’s (HSOC) Intel Cyber cell. She also served on the President’s Critical Infrastructure Protection Board’s Cyber Interagency Working Group, which was responsible for developing the Cyber Information Assurance Implementation Plan as well as the Global Early Warning Information System (GEWIS), which was sponsored by the National Coordinating Center for Telecommunications Information Sharing Analysis Center (Telecom-ISAC).
Ms. Meins holds a master’s degree in Computer Science from George Mason University, a bachelor’s degree in Applied Mathematics/Scientific Programming from the University of California, San Diego, and is a Certified Information Systems Security Professional (CISSP).

Matt Warren
President, Homeland Security, Agilex
Matt Warren is responsible for managing and growing the Justice & Homeland Security sector business at Agilex. Since joining the company in 2008, Mr. Warren has led a number of strategic initiatives within the Department of Homeland Security (DHS) that have measurably improved the department’s operational performance. He also leads Agilex’ relationship with the Department of Justice (DoJ).
Mr. Warren joined Agilex from Oracle Corporation, where he led the company’s strategic sales initiative for the federal civilian sector, including the Departments of Homeland Security, Justice and State. Previously, he held responsibility for the company’s DHS account and he managed Oracle’s business relationship with the Department of the Treasury prior to that. While at Oracle, Mr. Warren was named the company’s top sales representative within the public sector and he also received the Annual Achiever awards for exceeding quota for eleven consecutive years.
Mr. Warren began his career with GTSI, where he was the reseller’s top performing inside sales representative. He received his Bachelor of Arts degree in Communications from the Virginia Polytechnic Institute and State University.

September 18: Part 2: Subcontracting Agreements: Negotiations & Drafting

In this seminar, a follow up to our session in the fall, Pat McMahon and Kevin Learned of the Reston-based law firm McMahon, Welch and Learned, PLLC will provide you with all the information you need to negotiate a sound Subcontract Agreement, whether from the perspective of a prime contractor or a subcontractor. They will conduct a mock negotiation of selected provisions of a federal services Subcontract Agreement, covering the most frequently negotiated provisions and those most likely to result in future disputes. They will also briefly summarize the role of Non-Disclosure Agreements and Teaming Agreements in the subcontracting process.
