4/16: GTSC on Capitol Hill

MEMBERS ONLY EVENT
GTSC invites members to join us for our Annual GTSC Capitol Hill Day where we will visit with Members of Congress (MOC) and staff on key Congressional Committee’s and States/Congressional districts where individual GTSC members have a footprint.  The purpose of this day is to (1) familiarize you with the inner workings of Congress and how it might impact your bottom line; 2) familiarize Congress with your work in their State/Congressional districts; and (3) familiarize Congress with issues that are important to the GTSC and its members.

While we spend a significant amount of time learning about the Executive branch –specifically DHS and other federal security agencies who have a need for our member’s services– we have only scratched the surface on our work with the Legislative branch.  All too often, those doing business with federal agencies forget the impact Congress can have on agency operations and programs.  While we are all painfully familiar with the impact of the government shutdown, beyond government shutdowns, we tend to forget that Congress has a say in every federal program, project and activity –particularly when it comes to funding.  Simply stated:  without Congress, agencies would have neither the authority nor the funding to enter in to contracts with you!

We hope you can join us for a day of educating MOCs and staff about your business, the importance of small and medium businesses in the homeland security space, and the GTSC.

We ask that you sign up ASAP.  REGISTER.  With the assistance of Cornerstone Government Affairs (www.cgagroup.com), we will schedule meetings, prepare meeting materials, attend the meetings with you, and give you a quick tutorial on “how to get the most from your Capitol Hill meeting”.

Tentative Agenda:

 8:00-9:00 a.m:  Convene at Cornerstone Government Affairs (coffee and bagels provided):

  • 20 minute tutorial on “how to get the most from your Capitol Hill meeting”
  • Review meeting materials
  • Receive your meeting schedule
  • Meet your Cornerstone Government Affairs professional who will escort you around the Hill for the day.

9:30-5:00:  Meetings with MOCs/Staff begin.  Each meeting can be expected to last between 15-30 minutes and will take place on both the House and Senate sides of the Capitol in multiple office buildings.  Be prepared to walk and talk…though not necessarily at the same time.

Human capital services includes Benefits Processing and Management; Staff Acquisition; Human Resources Development; Separation Management; Data Reporting; Customer Service Center and User Support. These industry days seek a varied representation of both companies and ideas for executing TSA’s human capital services.PP&B  REGISTER

The first industry day invites participants with experience in Personnel, Payroll and Benefits (PP&B) Processing, specifically Personnel and Payroll Action Processing; Compensation Management; and Benefits Action Processing and Management. TSA’s mission is to protect the United States transportation systems and to ensure freedom of movement for people and commerce. TSA sets the standard for excellence in transportation security through people, processes, and technology, and is committed to promoting a culture founded on the values of integrity, innovation, and team spirit. In conjunction with state, local, and regional partners, TSA oversees security for the nation’s highways, railroads, buses, mass transit systems, seaports, and its 460 Federalized airports. TSA has approximately 65,000 employees assigned to 17 TSA offices, with a headquarters situated in Arlington, Virginia, and twenty-five (25) field office locations throughout the United States and US territories, as well as a number of international locations.

TSA’s Office of Human Capital (OHC) must recruit, hire and maintain a diverse well-qualified workforce in compliance with the Aviation and Transportation Security Act (ATSA), Public Law 107-71 (November 19, 2001). Therefore, OHC provides TSA employees with comprehensive human capital services. These services must work seamlessly, in an end-to-end automated environment; and must be able to support the entire TSA workforce comprised of: Transportation Security Officers (TSOs), Federal Air Marshals (FAMs), Management and Administrative Professional (MAP) positions, Transportation Security Executive Service (TSES), and those designated as “executive” (e.g., Federal Security Director (FSD) K-band positions). TSA is conducting market research for the following functional areas: Personnel and Payroll Action Processing; Compensation Management; Benefits Management; Staff Acquisition; Human Resources Development; Separation Management; Data Reporting; and Customer Services and User Support.

The Federal Emergency Management Agency (FEMA) is facing a tremendous number of challenges including more violent and frequent weather incidents, preparedness awareness, long-term disaster recovery efforts and continuing financial constraints.  To achieve the best outcomes, the Department of Homeland Security’s Quadrennial Homeland Security Review identifies strengthening public-private partnerships as critical to integrating the private sector’s innovation, resources, ingenuity and experience to the mission.

Join us to discuss the changing challenges to FEMA and other government facilities posed by changing climate conditions, the advances in alert systems and disaster communications, new technologies to support the mission and what concrete steps we can take to strengthen the exchange between the public and private sector.

Colonel (Ret.) Lee T. Wight is detailed as Executive Director, Washington Regional Threat Analysis Center (WRTAC), at Washington, DC’s Homeland Security Emergency Management Agency, while assigned to the Metropolitan DC Police Department. The Center’s mission is to facilitate information sharing and produce high-quality organic intelligence to detect, prevent and respond to all hazards to DC and the National Capital Region. He is also the Vice President of the National Fusion Center Association, representing 78 DHS-regionally recognized fusion centers across the US and its territories.

Col Lee Tip Wight(Ret.) Wight is a Hobbs, New Mexico, native.   Prior to retiring from the USAF after 27 years of service, Col (Ret.) Wight served as the Chief of Air Force Strategy at the Pentagon, where he focused on future threats, alternative force structures, and developed long term strategic policy. He was also Commander, 52d Fighter Wing, Spangdahlem Air Base, Germany, where he led over 16,000 military, civilian and dependent personnel who maintained, deployed and employed F-16 and A-10 aircraft, TPS 75 radar systems and $2.5B of U.S. Protection level 1 assets. Prior to joining the AF, Col (R.) Wight served as a Police Officer for the University of Oklahoma and the City of Moore, OK from 1980-1985. Colonel Wight has two children, Taylor (28) and Shanna (22).

Primary fusion centers serve as the focal points within the state and local environment for the receipt, analysis, gathering, and sharing of threat-related information and have additional responsibilities related to the coordination of critical operational capabilities across the statewide fusion process with other recognized fusion centers.
