November is National Critical Infrastructure Security & Resilience Month!  Join us for an inside look at how TSA protects our critical transportation sector through the Office of Intelligence & Analysis.
Ms. Nykamp has served in numerous senior Department of Homeland Security (DHS) and Department of Defense (DOD) positions; building a diverse National Security and counterterrorism portfolio. She currently serves as Executive Director, Office of Intelligence and Analysis, Transportation Security Administration (TSA) where she oversees 30+ highly complex vetting and credentialing programs; execution of security threat assessments on 17+ million personnel with access to the Nation’s transportation sector; risk analysis of the Nation’s transportation sector; and strategic guidance and planning, and governance and optimization for the Office of Intelligence and Analysis.
Ms. Nykamp previously served as TSA Attaché, U.S. Embassy, Berlin, Germany, where she liaised with senior government officials from several European countries to optimize and harmonize aviation security measures. Ms. Nykamp’s first assignment with TSA was as Senior Advisor to the Deputy Administrator, where she was selected for the DHS Senior Executive Service Candidate Development Program (SES CDP).
As part of the DHS SES CDP, she served on executive assignment as Senior Counselor to the Assistant Secretary for International Affairs and Chief Diplomat, DHS, leading several Department initiatives to expand homeland security. She also served on executive assignment as Deputy Federal Security Director, Washington Dulles International Airport, advancing the TSA Administrator’s Risk-Based Security and counterterrorism initiatives.
Prior to joining TSA, Ms. Nykamp held several senior positions in DOD, including Senior Program Manager for international programs, U.S. Special Operations Command, and Senior Civilian Advisor, and Deputy Director for Interagency Operations, Joint Special Operations Command (JSOC).

USCIS Day 2016: Mission, Operations & Transformation November 4

GTSC is so proud to welcome members to our inaugural U.S. Customs & Immigration Services “deep dive” to examine the mission, operations and transformation of this critical agency.

Each year, U.S. Citizenship & Immigration Services processes millions of applications for persons seeking to study, work, visit, or live in the United States, and for persons seeking to become a U.S. citizen. In 2006, USCIS began the Transformation Program to enable electronic adjudication and case management tools that would allow users to apply and track their applications online. In 2012 USCIS changed its acquisition strategy to improve system development.

Join us to explore USCIS’s successes and challenges with transformation and how they have used Agile software development, systems integration and testing, and strong leadership to forward their ambitious program.

RESCHEDULED 6/29: Francis X. Taylor, Under Secretary for I&A, DHS

GTSC is excited to host Francis X. Taylor, Under Secretary for Intelligence & Analysis at the U.S. Department of Homeland Security for an insight session to explore the information gathering and sharing challenges of I&A.  Charged with providing the Secretary, DHS senior leadership, the DHS components, and state, local, tribal and private sector partners with the homeland security intelligence and information they need to keep the country safe, secure and resilient, join us to learn the progress and remaining challenges to that mission.  I&A is a member of, and the Department’s liaison to, the National Intelligence Community.

About Francis X. Taylor

francis x taylorFrancis X. Taylor became the Under Secretary for Intelligence and Analysis, Department of Homeland Security, on April 14, 2014.  He is charged with providing the Secretary, DHS senior leadership, the DHS components, and state, local, tribal and private sector partners with the homeland security intelligence and information they need to keep the country safe, secure and resilient. I&A is a member of, and the Department’s liaison to, the National Intelligence Community.

Immediately prior to this assignment, Mr. Taylor was Vice President and Chief Security Officer for the General Electric Company in Fairfield, Conn. At GE, he was responsible for managing the security operations and crisis management processes designed to ensure the security of GE employees and operations globally.

Before GE, Mr. Taylor had a distinguished 35-year career in government service, where he held several senior positions managing investigations, security and counterterrorism issues.

Most recently, he served as the Assistant Secretary of State for Diplomatic Security and Director of the Office of Foreign Missions, with the rank of Ambassador. He was responsible for the global security of all U.S. diplomatic personnel and facilities. Ambassador Taylor also served as the U.S. Ambassador at Large and Coordinator for Counterterrorism for the Department of State from July 2001 to November 2002. In this role, he was responsible for implementing U.S. counterterrorism policy overseas and coordinating the U.S. government response to international terrorist activities.

During his 31 years of military service, Ambassador Taylor served with distinction in numerous command and staff positions, rising to the rank of Brigadier General in September 1996. In his final active duty assignment, Brigadier General Taylor was the Commander, Air Force Office of Special Investigations, and was responsible for providing Air Force leaders with comprehensive criminal, fraud, counterintelligence and security investigation and operations to protect global Air Force operations.

Mr. Taylor has received numerous awards and decorations, including the U.S. Distinguished Service Medal, the National Intelligence Distinguished Service Medal, the Legion of Merit, the Defense Superior Service Medal and the U.S. Department of State Honor Award.

Mr. Taylor holds a Bachelor’s and Master’s Degree in Government and International Studies from the University of Notre Dame. He is a Distinguished Graduate of the Notre Dame Air Force ROTC program.

 

4/16: GTSC on Capitol Hill

MEMBERS ONLY EVENT
GTSC invites members to join us for our Annual GTSC Capitol Hill Day where we will visit with Members of Congress (MOC) and staff on key Congressional Committee’s and States/Congressional districts where individual GTSC members have a footprint.  The purpose of this day is to (1) familiarize you with the inner workings of Congress and how it might impact your bottom line; 2) familiarize Congress with your work in their State/Congressional districts; and (3) familiarize Congress with issues that are important to the GTSC and its members.

While we spend a significant amount of time learning about the Executive branch –specifically DHS and other federal security agencies who have a need for our member’s services– we have only scratched the surface on our work with the Legislative branch.  All too often, those doing business with federal agencies forget the impact Congress can have on agency operations and programs.  While we are all painfully familiar with the impact of the government shutdown, beyond government shutdowns, we tend to forget that Congress has a say in every federal program, project and activity –particularly when it comes to funding.  Simply stated:  without Congress, agencies would have neither the authority nor the funding to enter in to contracts with you!

We hope you can join us for a day of educating MOCs and staff about your business, the importance of small and medium businesses in the homeland security space, and the GTSC.

We ask that you sign up ASAP.  REGISTER.  With the assistance of Cornerstone Government Affairs (www.cgagroup.com), we will schedule meetings, prepare meeting materials, attend the meetings with you, and give you a quick tutorial on “how to get the most from your Capitol Hill meeting”.

Tentative Agenda:

 8:00-9:00 a.m:  Convene at Cornerstone Government Affairs (coffee and bagels provided):

  • 20 minute tutorial on “how to get the most from your Capitol Hill meeting”
  • Review meeting materials
  • Receive your meeting schedule
  • Meet your Cornerstone Government Affairs professional who will escort you around the Hill for the day.

9:30-5:00:  Meetings with MOCs/Staff begin.  Each meeting can be expected to last between 15-30 minutes and will take place on both the House and Senate sides of the Capitol in multiple office buildings.  Be prepared to walk and talk…though not necessarily at the same time.
