Mr. Carroll is the Senior Partner at STRIKE FORCE CONSULTING SERVICES. Mr. Carroll has over Thirty-Five Years of extensive experience in Law Enforcement Operational Management, Security Program Management , and Criminal Investigations within Homeland Security, the Federal Law Enforcement Community, the Intelligence Community, and State and Local Law Enforcement agencies. He has provided expert consultation services on business Intelligence/ Security Strategy and Operational/Program management to Fortune Five Hundred Companies.
Mr. Carroll enjoyed an outstanding 27 year career in the United States Dept of Justice , United States Immigration and Naturalization Service, retiring as the District Director of the Washington DC., Capitol Region. During his career he managed the now five major programs within DHS; namely, CBP, ICE Investigations, ICE Detention and Removal and Intelligence. Today Mr. Carroll remains a prominent authority on Homeland Security critical mission challenges such as, Personnel Security , Counter Intelligence , Cyber Security, Border Security, Cargo Security, Critical Infrastructure, Enforcement and Information Sharing. His advice and guidance are sought out on both a national and international level. During his career, he received numerous awards for his law enforcement work and contributions to the Dept of Justice including the Attorney’s General’s Award for Distinguished Service, which was the highest award in the United States Department of Justice for Law Enforcement, for his 3 year undercover role while working for the Organized Crime Strike Force for the Southern District of New York.
During his career Mr. Carroll was the Assistant Regional Commissioner for the Eastern Region for the USINS Special Agents/ Border Patrol Anti Smuggling Program and oversaw several major Organized Crime Cases: Fukineese Human Trafficking, kidnapping and extortion.
